A vehicle primarily designed as temporary livings quarters for recreational, camping or travel use, which has it's own mode of power or is mounted on or drawn by another vehicle. Common terms for such vehicles are, but not limited to: travel trailer, camping trailer truck camper, motor home or camper. (10) Sewage. Includes all liquid and water waste from sinks, bathing and toilet facilities. (11) Unimproved parcel A parcel without a building, septic system, water well and indoor plumbing. 1. STATE CAMPGROUND LICENSE REQUIRED. It shall be unlawful for any person to maintain or operate any campground within the Town of Athelstane unless such person first obtains any and all permits to operate a licensed campground from the State of Wisconsin. 2. On an improved parcel, the property owner is allowed one (1) recreational vehicle to be parked on said property. This unit must be licensed by the Wisconsin Department of Transportation for road travel. Each and every recreational vehicle owner shall at all time maintain their camping unit in full compliance with requirements of this section and any other State, County and/or Town ordinances and regulations, including, but not limited to, ordinances/regulations governing property maintenance, zoning, building codes and sanitation. Page 2 of 4 3. PARKING REQUIREMENTS The wheels or similar devices for transportation of recreational vehicle shall not be removed for any reason other than for repairs. The wheels shall not be removed for more than fourteen (14) days. The recreational vehicle shall not be fixed, mounted or attached to the ground in any manner that would prevent ready removal from the parcel. The purpose of this Section is to provide for the general peace, health and safety of the public and to regulate the maintenance, parking and operation of: (b) Definitions. For purposes of this Section, the following definitions shall be applicable: (1) Authority. The Town of Athelstane, in which a campground or recreational vehicle is located. ( 2) Campground. Any parcel or tract of land owned by a person, state or local government which is designed, maintained, intended or used for the purpose of providing sites for non-permanent, overnight use by four (4) or more recreational vehicles and is considered a business, whether for profit or not. (3) Designated Authority. The Town of Athelstane Town Chairman or Designee. (4) Enclosed Trailer. An enclosed horse trailer, enclosed snowmobile/ ATV trailer, moving van or similar type or trailer. (5) Improved Parcel. An improved parcel must have, include or possess a residence, septic system, water well and indoor plumbing. (6) Non-Plumbing. Private on-site wastewater treatment device excluding a septic system. (7) Person. Any individual, firm, trust, partnership, association or corporation. Page 1 of 4 (8) Proper Sanitary Disposal Plan. This means that sewage may not be discharged onto the ground surface. Containers installed outside of a camping unit and used to receive the discharge from its toilet, shower, or bathing/sink facilities shall be emptied as often as necessary so as not to create a nuisance. Wastewater shall be disposed of in a manner approved by the Wisconsin Department of Health and Family Services pursuant to HFS 178, Wis. Adm. Code. (9) Recreational Vehicle/Camping er type of improvement shall be attached to the recreational vehicle. No converted vehicles such as, but not limited to, vans, school buses, semi-trailers, trolley cars or enclosed trailers are to be considered recreational vehicles within the scope of this section. The parking of such vehicles is prohibited within the Town of Athelstane. 4. SANITARY REQUIREMENTS A non-plumbing permit or sanitary permit shall be presented to the Town of Athelstane prior to the issuance of a recreational vehicle parking permit. Recreational vehicles shall not be permanently attached to a septic system. The Town of Athelstane has the right to inspect the waste disposal system of a recreational vehicle at any time if there is a health or safety concern or a complaint has been made to the Town of Athelstane. Section 2: Annual Parking Permit is deleted. Section 5: Posting of Annual Parking Permit is deleted.
